The incumbent serves as the Collections Storage and Retrieval Supervisor in the Collections Management Division (CMD), Preservation Directorate, Discovery and Preservation Services, in Library Collections and Services Group with responsibility for supervising, scheduling, and directing a workforce comprised of subordinate supervisors and leaders, and through them, a large staff of library technicians and material handlers. Under the broad guidelines of the Assistant Chief the incumbent is responsible for overseeing and directing the retrieval, storage, and distribution operations of the Library’s general collections stored on Capitol Hill and all collections stored at Offsite storage facilities.
Supervises employees performing work up to the GS-12 level as well as team of supervisors up to the GS-12 level that manage staff consisting of GS-05 through GS-08 and WG-07 and WG-06 levels, divided into subordinate units, working shift operations at onsite and offsite locations.
Resolves complaints and grievances working through subordinate supervisors or directly with staff. Recommends actions including appointment, promotion, reassignment and awards. Provides advice and counsel to staff on work and administrative matters.
As the senior subject matter expert of the Library’s collection retrieval processes and procedures, assesses workflow, processes and procedures and implements recommendations for process improvement, policy changes and use of best practices for responsive, efficient delivery of collections to Library patrons and staff.
Develops and implements policies and procedures affecting space planning and stack management. Establishes protocols in accordance with Library Polices and maintains compliance of safety standards for both onsite and offsite collections storage locations. Creates and monitors staff access to facilities, applying collection security requirements and ensuring that staff have proper clearances and meet onsite standards and protocols.
The position independently provides program management, evaluation, and oversight for major collections care programs, with a focus on those involving retrieval, storage, and distribution of collections.
Provides expertise to the Chief and Assistant Chief in planning and execution required for effective management, operations, and decision-making in support of the annual budget and planning initiatives for the Division. Uses systems and databases to monitor, track, and report on Division program obligations and expenditures.
Serves as Contracting Officer Representative (COR) and/or supervises CORs. Maintains compliance with all agency COR requirements and/or evaluates the work of CORs to ensure they maintain compliance. Analyzes requirements, writes statements of work or specifications, and ensures all guidelines of the agency and service unit are followed. Monitors and evaluates services according to technical criteria; tracks deadlines and deliverables for multi-year contracts such as Indefinite delivery/Indefinite quantity (IDIQ). Determines the appropriate contract principles and practices such as pricing; provisions; acquisition method; documentation; and clarity of contract terms. Provides advice and guidance on contract acquisition management requirements, development and administration.
Manages/monitors technical contract data requirement(s) list(s) for compliance to contract requirements and suspense's. Recommends and establishes new contract acquisition strategy to satisfy requirements. Provides guidance, research, problem-solving, implementing and monitoring required of corrective and administrative action(s). Reviews evaluation criteria and source selection plans for best value contract acquisitions. Prepares, coordinates, issues, and monitors various contracting actions to support the award of complex contracts, task orders, options, extensions and other contracting actions.
