DEPARTMENT OVERVIEW

Through CDL’s commitment to sustainable open scholarship, an ever-wider range of freely available research informs ever-more potent responses to real-world challenges. Together with the UC campus libraries and our other partners, we expand the academy’s capacity for innovation, knowledge creation, and research breakthroughs, and enable the University to produce a measurable impact valued by the state, the nation and the world.

The University of California Libraries collaborative collections efforts are carried out through CDL Shared Collections programmatic areas focused on licensing (including shared cataloging and acquisitions), shared print activities, and the development and implementation of transformative publisher agreements. These programs direct and steward the University’s expenditures of approximately $50 million per year on research journals and other online content licensed for systemwide use. In its oversight capacity of this annual expenditure, the CDL Shared Collections Program works collaboratively with a wide range of University partners and stakeholders to meet the university’s fiduciary responsibilities. The program has produced hundreds of millions of dollars in savings and cost avoidances, and ensures a baseline of equitable access to content across the ten UC campuses. In partnership with UC faculty and the Academic Senate, these subscription funds are now being redirected towards transformative publisher agreements, facilitating the transition of UC’s research - nearly 10% of the nation’s research output - to open access. UC’s transformative agreements at present cover approximately 40% of UC publications, with a goal of further progress through additional agreements.

The CDL is a unit within the Academic Affairs division of the UC Office of the President, has a staff of 75+ and is located in downtown Oakland. This position can be performed in a fully remote, work-from-home environment in the United States with periodic visits to the CDL offices.

The Shared Collections Program team is uniquely skilled and highly productive, with a history of strong, innovative leadership, including the current program director who will retire in September 2022 after making significant contributions to advancing open access at the University of California. The successful applicant will assume leadership of a motivated, cohesive, and dedicated group that enjoys the respect of colleagues from across the UC system, regional and national organizations, and academic publishing partners.

POSITION SUMMARY

The Shared Collections Program Director is charged to provide collaborative leadership and set the strategic direction for acquiring, building and managing the UC Libraries’ shared systemwide digital collection - one of the largest in the world - while also addressing the profound problems in the marketplace for scholarly publications through open access transformation. The position is responsible for the oversight of both the systemwide negotiation, licensing, and management of shared digital materials for the UC Libraries, and for the university’s efforts to transition its systemwide online journal licenses to open access, thus supporting the university’s mission to make the fruits of its research available worldwide.

The current Shared Collections Program Director is doing excellent work in this position, but will retire in September 2022. The incoming Director inherits a very stable situation and a highly skilled and productive team

The Shared Collections Program Director’s portfolio includes oversight of the Shared Print Program, a major collaborative initiative designed to build, develop and sustain shared physical library collections within and beyond UC, extending the value and reach of UC’s 40 million print holdings in partnership with other institutions regionally and nationally. The CDL acts as the administrative host for the Western Regional Storage Trust (WEST), a distributed print journal archiving program, and its Shared Print Program provides leadership, strategic direction, and managerial oversight of the collaboration. The Director’s portfolio also includes a distributed team based at UC San Diego, responsible for the systemwide acquisition and cataloging of library databases, electronic journals, ebooks, and select open access digital resources.

Reporting to CDL’s Associate Vice Provost/Executive Director (AVP/ED), and consulting within the UC Libraries’ ten-campus advisory structure, the Shared Collections Program Director is a member of the CDL senior leadership team tasked with planning and implementing a comprehensive and coordinated portfolio of services. The Director is supported in their overall management of the Shared Collections portfolio by a leadership team including the Assistant Director of Systemwide Licensing and Collection Services, the Assistant Director of Open Access Agreements, and the Shared Print Manager.

Responsibilities

35% Strategic Planning and Implementation: In collaboration with representatives from the ten-campus UC Libraries system, envisions and pursues a dynamic strategic direction for building and managing UC-­wide collections that support the research, teaching, and learning mission of the University. Fosters strategic partnerships with organizations outside the University to create opportunity and expand access to information resources.

Licensing: Through collective decision-making, seeks to extend the breadth and depth of systemwide content licensing, ensuring equitable access across the UC campuses. Develops principles and rationale for sustainable co-investment financial models. In partnership with the Assistant Director of Systemwide Licensing and Collections Services, ensures that Shared Collections resources are deployed strategically to seed new initiatives, facilitate the transition from print to digital content, and produce additional economies for the campuses.

Open access: Assumes a leadership role in the visioning and ongoing evolution of a multi-pronged open access strategy to transition UC’s publishing output to open access. Strategizes on the negotiation and implementation of a range of transformative publishing agreements to secure OA publication for UC authors and control costs for the Libraries, and oversees UC-publisher negotiations. In dialog with UC stakeholders, defines strategic negotiation principles and goals, makes data-driven decisions regarding which agreements to pursue, and represents outcomes of UC’s journey towards open access to library and faculty leaders. Partners with the Assistant Director of Open Access Agreements to assess financial and publishing analysis, and translate data into negotiation strategies.

Shared print: Provides oversight to UC’s Shared Print Program; in partnership with the Shared Print Manager, guides UC’s engagement with regional and national print archiving programs. Holds an ex officio (voting) role on the WEST Executive Committee, charged with governance and oversight of the Western Regional Storage Trust (WEST) repository program. Together with the Shared Print Manager and CDL’s Executive Director, leads and advances shared print’s transition to a new phase of integration and interoperability through the Shared Print Collaboration between CDL, the Center for Research Libraries, and HathiTrust (together, “CCH”).

Acquisitions and shared cataloging: Provides oversight in establishing the strategic direction for Systemwide Licensing, including the CDL Acquisitions unit and the Shared Cataloging Program, both based at UC San Diego. The CDL Acquisitions unit manages all invoicing and payment tasks for shared systemwide resources, totaling $50M annually. The Shared Cataloging Program performs cataloging for all shared online resources, maintains 1.3 million cataloging records, and undertakes special cataloging projects at the request of the campuses. Partners with the Assistant Director of Systemwide Licensing and Collection Services in establishing contract terms, and leveraging the new Systemwide ILS to support the work of acquisitions and cataloging.

  25% Programmatic Oversight: Directs a highly collaborative team charged with conducting systemwide collection development and management activities, including: oversight of all phases of licensing activity from inception through acquisition, cataloging, and life-cycle management; the envisioning, negotiation, and implementation of transformative open access publishing agreements; and the implementation of shared print collection management initiatives. Integrates an understanding of the role and use of diversity and inclusion goals as a standard for collection development policies and practices - and the value of diverse collections in support of research, teaching, and learning - in decision-making. Motivates collective effort, develops leadership in others through coaching and mentoring, and models equity and inclusivity. Responsible for programmatic strategic visioning, budget planning, workflow and resource management. 25% Systemwide Coordination, Communication and Representation: Promotes innovation, best practices, systemwide collaboration and communication as a lead participant in multiple systemwide stakeholder groups. Ensures that UC library leadership, oversight committees, and stakeholders are consulted on significant emerging issues, publisher negotiations, and policy developments. Engages leadership and coordinates with other UC Office of the President, library, campus, and faculty stakeholders to help guide necessary systemwide actions.

In collaboration with systemwide leadership, develops position statements and maps strategic directions for complex and emerging issues related to accessing, managing, and disseminating the scholarly record. Assures that the UC Libraries maintain a national presence on relevant policy issues; builds and maintains relationships with and represents UC positions to other institutions, associations, and organizations. 15% CDL Leadership Engagement: As a member of the CDL Executive Director’s leadership cabinet, actively participates in setting CDL-wide policies and priorities, and engages in a continuous process of establishing CDL’s strategic direction. Taking into account the intersection of programmatic needs and decision-making across the CDL organization, assists in establishing collaborative approaches to managing CDL’s overall portfolio of services, shared staffing, resource constraints, and pursuit of new opportunities.

Required Qualifications

  • Program management: Strong experience in program development and management, including strategic planning and implementation, partnership building, problem solving, and budget management. Ability to develop creative solutions for successful outcomes within an institutional framework.
  • Budget management: Ability to manage complex budgets, including multiple fund sources, with a high degree of accuracy and attention to detail. Experience with initiating grant opportunities and managing grant-funded projects.
  • Collection development: Knowledge of emerging library collection development and scholarly publishing issues, strategies, and models.
  • Open access: Familiarity with the full range of open access initiatives and strategies employed by the global research community. Knowledge of the range and structure of transformative publishing agreements.
  • Collaboration and coalition building: Passion for developing partnerships across a range of diverse constituents and stakeholders. Expertise in initiating, leading, and actively participating in successful collaborative activities.
  • Diversity and equity: Commitment to proactively promoting and embracing diversity in ideas, people and organizations, and to contributing to an inclusive working and learning environment.
  •  Negotiation skills: Advanced negotiation skills, including the ability to develop and articulate a specific position, to present ideas and proposals in a convincing manner, and to influence negotiation outcomes.
  • Communication: Excellent written and oral communication skills, including engaging presentation skills and the ability to connect dynamically with an audience. Able to represent organizational concerns to internal and external parties.

Education

  • Advanced degree in related area.   Minimum ten years’ experience within an academic or public library system, higher education, publishing, memory institution, or non-profit/for profit that serves the academic space, with at least five years of management experience and demonstrated record of innovative leadership.
